Many maintenance items are triggered by mileage, by time, or by whichever comes first.
A service listed as due at a certain mileage may also have a time-based limit, for vehicles that are driven less frequently. In that case, the manufacturer's documentation typically states that the item is due at the mileage or the time point, whichever occurs first.
Not every item follows this pattern. Some are mileage-only, some are time-only, and the relationship is defined by the source document rather than assumed.
MaintenanceSpec preserves this distinction for each item rather than defaulting to a single assumption about how mileage and time interact.
